Romania has previously received support from Horizon 2020 Policy Support Facility (PSF), where a panel of experts in 2017 provided an overview of the key challenges as well as opportunities of the Romanian entrepreneurial ecosystem . The report also highlighted policy recommendations for enhancing the performance of start-ups, scale-ups, and the entrepreneurship ecosystem. However, government re-organisation has created some obstacles for these recommendations to materialise.
Given this stagnant progress, improving the Romanian R&I systems becomes a truly pressing issue to ensure that the country achieves its targets and the gap with other Member States is bridged. The newly commissioned PSF activity aims to support the Romanian authorities in restructuring the public science base to improve the quality and performance of the R&I system and guide the country’s integration into the European Research Area.
