A crossroads of sectors, knowledge and positions, Luis has over 15 years of field experience in designing and implementing regional innovation strategies.
He holds a degree in law, with post-graduate training in legal practice, mediation, finance and other courses in innovation and cluster policy. After an initial career in corporate law, he moved to the social sector in search of alternative conflict solutions, ending up as finance director of the NGO where he worked. He then moved into regional innovation policy, trying to bring a systemic and people-centred approach to economic development.
Since 2009, he has worked with his characteristic passion on Navarra’s three smart specialisation strategies, from the early MODERNA plan to the current S4, reviewed with a clearer emphasis on sustainability and industrial transition. His expertise includes developing regional clusters and sectoral strategies, advising on innovation and industrial policiesand supporting public-private initiatives, being governance one of his main topics of interest. He has also participated in many interregional collaboration projects contributing to his vocation of building a stronger European community.
He speaks Spanish, English and some French and, when family life allows, enjoys hiking in the mountains of his home region of Navarra (Spain) and cooking with friends.
